$164 Million Atlanta Trafficking Verdict: What It Means for Florida Hotels and Survivors

On September 23, 2026, a federal jury in Atlanta returned a verdict of $164 million for a survivor of child sex trafficking against the company that operated the motel where she was trafficked. The jury awarded $44 million in compensatory damages and $120 million in punitive damages. The clerk entered judgment two days later.

The case is J.R. v. Lincoln Bancorp, LLC, No. 1:25-cv-04629, in the United States District Court for the Northern District of Georgia. Judge J. P. Boulee presided. Atlanta news outlets reported that the property was a Super 8 in College Park, Georgia, and that the survivor was 15 years old when she was trafficked there. News reports also say other cases involving the same location are still pending.

Florida hotel owners and Florida survivors should pay attention. Georgia and Florida sit in the same federal appeals circuit, the Eleventh Circuit, and the federal law behind this verdict reads the same in both states.

The law behind the verdict

The claim arose under the civil remedy in the Trafficking Victims Protection Reauthorization Act, 18 U.S.C. section 1595. In plain terms, that statute lets a survivor sue the trafficker and anyone who knowingly benefits from taking part in a venture that it knew or should have known was engaged in trafficking.

For a hotel, the benefit is usually simple. It is the room rent. The harder question in these cases is what the hotel knew, or should have known, about what was happening in its rooms. Courts look at the signs a property saw and what it did about them. Repeated cash payments for short stays. Heavy foot traffic to one room. A young girl with an older adult who controls her identification and her money. Staff complaints that went nowhere.

Why the punitive award matters

Of the $164 million, $120 million was punitive. Punitive damages exist to punish conduct and deter it, not to compensate the survivor for a loss. A jury that awards punitive damages at that level is sending a message to an entire industry about what it expects from the people who rent the rooms.

The verdict is not the end of the case. The defendant can ask the trial court to reduce the award or order a new trial, and it can appeal to the Eleventh Circuit. There is also a separate federal lawsuit in Atlanta in which the motel operator’s insurer is asking the court to decide what its policies cover. Collecting a judgment and winning one are two different fights.

What this means in Florida

Florida has a large hospitality industry, a high volume of interstate travel, and a long record of trafficking cases tied to hotels and motels. Survivors here have the same federal remedy the survivor in Atlanta used. Many of these cases can be brought years after the trafficking ended, and the deadline depends on the facts and the claims involved, so anyone thinking about a case should talk to a lawyer before assuming it is too late.

For hotel owners and operators, the lesson is practical. Train staff to recognize trafficking. Give them a clear way to report it. Act on what they report. Know what your insurance covers before a lawsuit arrives.
